Minor child is covered under 1 parent's health insurance plan. Her parents have never been married. The parent with the healthcare plan is held 100% responsible for uninsured healthcare costs concerning minor child and insured parent is also a patient of healthcare provider.
Insured parent and minor child's billing information is combined at times. Does uninsured parent have a right to patient's billing account information?Response:
According to the department of Health and Human Services (HHS), in most cases Yes - unless prohibited by state or local laws. This is with regard to the federal HIPAA Privacy Rules. There are a few exceptions that HHS mentions on their site but they are rare.
If there are no state and local laws that address a parents right to access, then the healthcare provider may exercise their judgement to the extent of the law.Here's a link to the HHS answer of this question.
