What does TPL mean?
I answered the questions Third party Liability?
Not sure what it means on the medical side of Insurance billing?

Yes - TPL does stand for Third Part Liability. The CMS(Centers for Medicare & Medicaid) defines TPL as:

"...the legal obligation of third parties, i.e., certain individuals, entities, or programs, to pay all or part of the expenditures for medical assistance furnished under a State plan."
